Administrative history

Human Resources is headed by a Director who reports to the Vice-President (Finance and Services) and acts as principal support with respect to labour relations matters including collective bargaining with both The University of Calgary Faculty Association and the Alberta Union of Provincial Employees. The Director monitors potential changes in employment and benefit legislation and recommends policies and procedures in anticipation of such changes. The Director is responsible for directing and operating the Human Resources Office and for forming and administering policies and procedures relevant to acquiring, maintaining and developing an effective support staff workforce. The Director is also resource person to the Personnel Policy Committee of the Board of Governors and Secretary of the President's Review Committee on Administrative and Professional Board Appointees. The Employment Equity Officer reports to the Director. A Personnel Officer was first appointed in 1964 and by at least 1969 reported to the Vice-President (Business). The officer was responsible for forming and administering policies and procedures relevant to the acquisition, maintenance and development of an effective support staff workforce. In ca. 1971 the Officer's title was changed to Manager, Employee Relations; the functions remained the same, although it appears that responsibility for negotiation and administration of the Collective Agreement and supervision of the Stenographic Services Department was added to this position. By 1982, the Stenographic Services Department no longer existed. Between 1983 and 1987, the Manager's title was changed to Director of Faculty and Staff Relations, and the office was renamed Employee Relations Office. The names were again changed in 1994 to Director, Human Resources and the Human Resources Office. In 2000, the title changed again to Associate Vice-President (Human Resources) reporting to the Vice-President (Finance and Services).
